To punish or not to punish?

A couple told police a sad tale of how they were forced to steal some railing along a drain to sell it as scrap as they had no money to buy milk for their toddler.

According to reports, the couple were spotted cutting the railing at the Permyjaya Phase Five housing estate in Miri about 2.45pm.

A police patrol car which was informed, then arrived to detained the couple and took them to the police station.

The couple were at that point carting away the railing to be sold.

At the police station, they told the policemen they had no choice as they could not get any work and had no money to but milk powder for their toddler.

So, how do we deal with a situation like this?

It is no doubt a crime, but should this couple be punished?

Their action could have caused a serious accident if someone had fallen into the drain as the railing had been stolen.

On the other hand, their crime appears petty compared to the millions being stolen out there.

Should they be punished or should the cops just let them off with a warning?
