The agreement specifies that a permanent member of UN Security Council can send, on it's OWN accord without referring to anyone, up to 20,000 of it's ARMED military personel to any area where it has reason to believe ETHNIC CLEANSING is about to take place. There is an important proviso. If the 20,000 is deemed insufficient, MORE can be despatched.
