Problem is if there's no demand, there would not be any supply. When i was in the Civil Service, many Chinese towkays n runners came to me with the " i scratch your back, u scratch mine". If we say no, they find other more gullible personnel. So you want to say all civil servants are like that? Maybe we civil servant can say ALL BUSINESSMEN PROMOTE CORRUPTION... Fair right?
